SITE VISIT TO TCOT & PPTSB

Terengganu Crude Oil Terminal (TCOT) and Onshore Slug Catcher (OSC) are located in the town of Kertih, Terengganu, Malaysia. TCOT is the terminal for all the offshore oil pipelines, whereas OSC, together with the PCSB operated Onshore Gas Terminal (OGT) are the collection points for offshore gas.

The Terengganu Crude Oil Terminal (TCOT) processes crude oil from EMEPMI and PCSB operated field located offshore Peninsular Malaysia for export via crude tankers. TCOT was originally constructed in the early 1980s and was designed to produce 240kbd of stabilized crude containing 0.5% Basic Sediment and Water (BS&W).

On July 1, 2008, the operatorship of the Terengganu Crude Oil Terminal, Onshore Slugcatcher and condensate facilities was officially handed over to PETRONAS Carigali. The transfer of operatorship of these onshore facilities to PETRONAS Carigali is part of the terms of the Main Principles Agreement of the 2008 PSC that was signed by ExxonMobil, PETRONAS and PETRONAS Carigali last March 26.

TCOT ZERO FLARING PROJECT

MMCOG has undertaken the TCOT Zero Flaring project with the primary objective of reducing plant emissions by retrieving released gases at TCOT for further purification and process re-utilization (as well as provide supplement to its existing fuel gas system) at a new LPG recovery unit at PPT plant. The flare gas at TCOT will be combined and compressed through a flare recovery unit at TCOT before being transferred to LPG recovery unit at PPT plant through a 6” proposed underground pipeline.

The zero flaring project was jointly initiated by PCSB and PP(T)SB with the support of Petroleum Management Unit (PMU). The main objective of the project is to eliminate the continuous operational flaring at TCOT and reduce plant emissions by retrieving the flared gases. This is in line with PETRONAS’s obligation to reduce Green House Gas (GHG) as outlined by Corporate HSE.
