INCREASE IN ELECTRIC AND GAS TARIFF

Tan Sri Mohd Hassan Marican's contract as chief executive expires this month and the industry is talking about three possible candidates who may well take over.

EXPECT at least two major announcements in the energy sector this month: the first being who will step into Tan Sri Mohd Hassan Marican's shoes at Petroliam Nasional Bhd (Petronas) and the second, a possible increase in how much we pay for gas and, consequently, electricity.
Hassan requires little introduction. In a nutshell, he is Petronas' face - from the national oil company's hundreds of petrol stations in the country right up to the hostile environment in drilling rigs in North Africa and, soon, war-torn Iraq.

Hassan also serves as an important testimonial of sorts of Petronas' financial background every time it goes to the international market for funding.

His contract as chief executive (CEO) expires this month and the industry is talking about three possible candidates who may well take over.
They are Datuk Shamsul Azhar Abbas, former MISC Bhd managing director; Datuk Anuar Ahmad, currently Petronas Dagangan Bhd chairman; and Datuk Wan Zulkifli Wan Ariffin, former managing director and CEO of Petronas Gas Bhd.

Both Anuar, vice-president of human resources management, and Wan Zulkifli, vice-president of gas business, are Petronas board members.

If the requirement is someone from within, as suggested by Petronas adviser and former prime pinister Tun Dr Mahathir Mohamad, the three candidates fit the bill.

And, although the industry is saying that it would be no mean feat to fill Hassan's shoes, whoever is chosen would have little choice but to rise to the occasion. Petronas is a vital organisation for Malaysia, period.

The candidates to replace Hassan aside, for Malaysians in general a crucial anouncement is also forthcoming as to whether we will have to fork out more to get by.

A gas tariff revision is expected to be deliberated in this month. The gas tariff has a direct bearing on how much we pay for electricity and, consequently, on everything else.

The government decided that, beginning July 2008, gas tariff would be revised annually. However, there has not been any revision since then. There is every likelihood that it would be revised, upwards possibly, anytime now.

The increase in gas tariff is unavoidable because of the sudden high demand for gas, which led to Petronas having to import the commodity at market price but selling locally at a discount of 50 per cent.

At present, gas is sold at RM10.70 per million British Thermal Unit (mmbtu) to the power sector; RM15.35/mmbtu, non-power; and RM15/mmbtu, Gas Malaysia. The market price is almost RM40/mmbtu.

The subsidy Petronas is providing gas users is becoming a burden to the company and has created a major distortion in the supply-and-demand balance.

In its financial year ended March 31 2009, Petronas' total gas subsidy to the power and non-power sectors was RM19.5 billion, money which could have been put to better use.

For consumers, their main worry would be the consequent increase in power tariff.

The government, meanwhile, is well aware that, anywhere in the world, the issue of electricity tariff is like a hornet's nest and asking consumers to reduce electricity usage has been proven as being, well, easier said than done.

BRUNEI FOUND NEW OIL FIELD

MIRI: A new oil field estimated to contain several hundred million barrels in reserves has been found about 100km offshore from Brunei, The Brunei Times reported yesterday.

The daily said the discovery was made by Brunei Shell Petroleum (BSP) which described it as a successful exploration and a significant oil and gas find in its deepwater acreage.

Quoting a BSP statement, it said the field known as Geronggong was in the third acreage area and about 1km deep, the deepest water in which BSP had discovered hydrocarbons in the Brunei acreage.
“The depth is enough to fully submerge the world's tallest building, Dubai's Burj Khalifa, which is 828 m tall,” it added. - Bernama

SHELL AND EXXONMOBIL TO INVEST OVER RM15 BILLION

PUTRAJAYA — Two global oil majors have plans to invest over RM15 billion in oil and gas assets in Malaysia the prime minister announced today.

ExxonMobil Exploration and Production Malaysia, a subsidiary of Exxon Mobil Corporation in conjuction with its Production Sharing Contract (PSC) partner Petronas Carigali plans to invest RM10 billion in new oil and gas assets.

Shell Malaysia meanwhile will invest RM5.1 billion to upgrade, expand and build new facilities in upstream and downstream activities.

Under the terms of the recently executed 2008 PSC with Petronas, the ExxonMobil investments will be made to rejuvenate mature facilities and undertake enhanced oil recovery activities in the Tapis field.

The Telok project meanwhile is being developed on a gas production sharing basis and is expected to supply the power and industrial sectors.
ExxonMobil expects the projects to start as early as 2013.

“These projects will enable ExxonMobil to continue its long term commitment to building Malaysian human capital,” said Mr Hugh Thompson, chairman of ExxonMobil subsidiaries in Malaysia.

Shell’s projects will include the expansion of the MDS wax plant in Bintulu, a new diesel processing unit at the Shell refinery in Port Dickson and the Gumusut deepwater development offshore Sabah.

“Malaysia is one of our heartlands and we have been investing throughout the business cycles,” said Mohd Anuar Taib, chairman of Shell Malaysia.

BINTULU LNG GENERATE POWER SUPPLY FOR SABAH EAST COAST

KOTA KINABALU, Feb 19 — Petronas and Tenaga Nasional Berhad (TNB) will soon be working on bringing liquefied natural gas (LNG) from Bintulu to generate alternative power supply to Sabah’s east coast.

Chief Minister Datuk Seri Musa Aman said this was to address the critical shortage of power supply in the east coast, especially since the proposed coal-fired power plant project was recently scrapped.

“I know that we have a critical problem in terms of providing stable electricity to the people in the east coast, and not many know that TNB was subsidising RM2 million a day for diesel used in the various independent power plants there,” he said at Gerakan’s Chinese New Year and Chap Goh Mei celebrations here today.
Musa said the venture between Petronas and TNB was a directive by Prime Minister Datuk Seri Najib Razak during the recent National Economic Action Council (NEAC) meeting, which came prior to his meeting with the premier, together with Deputy Chief Minister Tan Sri Joseph Pairin Kitingan and state Industrial Development Minister Datuk Raymond Tan on the proposed coal-fired power plant.

During that meeting, Musa told Najib of the Sabah people’s unhappiness over the project.

Meanwhile, Gerakan president Tan Sri Dr Koh Tsu Koon said the party fully supported the decision by the government to scrap the proposed coal-fired power plant project, that was in line with the sustainability concept under the New Economic Model.

“This (decision) reflects the commitment of the chief minister and the BN (Barisan Nasional) to continue to make environment as its main agenda. So, this is most welcome,” he said.

Koh, who is also minister in the Prime Minister’s Department, said the scrapping of the project was one of three reasons for BN to smile in the Chinese New Year of the Rabbit.

The other two, he said, were the victory in the Batu Sapi parliamentary by-election and Gerakan receiving many new members. — Bernama

PETRONAS MADE MAJOR OIL AND GAS DISCOVERIES

Petroliam Nasional Bhd., Malaysia’s state energy company, said it made “major” oil and gas discoveries that may help replenish the Southeast Asian nation’s diminishing reserves.

Early estimates show a total 2.8 trillion cubic feet of natural gas and 100 million barrels of crude at two wells off the coast of Malaysia’s Sarawak state on Borneo Island, the Kuala Lumpur-based company said in a statement today.

“These discoveries are expected to further enhance exploration potential offshore Sarawak,” said Petroliam Nasional, known as Petronas. “In the next three years, over 50 exploration wells are expected to be drilled offshore Malaysia by Petronas and its production-sharing contractors.”

The nation’s crude and natural gas production has fallen for two straight years, declining to the equivalent of 1.63 million barrels of oil a day in the year ended March 31 from 1.66 million a day a year earlier, according to Petronas’s 2010 annual report. The country has responded by offering companies incentives to explore deeper and less-profitable fields in a bid to increase reserves as energy demand rises.

Petronas said it drilled to a depth of almost 4,000 meters (13,000 feet) below sea level at its NC3 well in Block SK316 off Sarawak, with early estimates showing 2.6 trillion cubic feet of gas in place. Production flow test results demonstrate that the field is “technically producible,” the company said, without commenting on its viability.

Tax Incentives

The nearby Spaoh-1 well in Block SK306 shows “similar promise,” with preliminary estimates of 100 million barrels of oil and 2 billion cubic feet of gas, Petronas said. This was drilled to 3,000 meters and is being prepared for production testing, it said.

Prime Minister Najib Razak announced Nov. 30 several tax incentives to encourage the exploration of less-profitable oil fields, including a reduced income tax of 25 percent, from an earlier 38 percent. Southeast Asia’s second-largest oil and gas producer will also accelerate capital allowances and waive export duties on oil produced and exported from marginal fields to improve their viability, Najib said.

Malaysia has domestic crude oil reserves to last 24 years and natural gas for 38 years, the finance ministry said on Oct 15. Indonesia is the biggest oil and gas producer in Southeast Asia.

Malaysia had 84.1 trillion cubic feet of gas reserves at the end of 2009, the fourth-biggest in Asia, according to the BP Statistical Review. Its oil reserves stood at 5.5 billion barrels, the review said.

“These activities, especially if they result in discoveries, are expected to spur business opportunities in the oil and gas industry and will promote investment in the country,” Petronas said.

PETRONAS FINDS NEW OIL AND GAS FIELDS

PETALING JAYA: Petronas has made major oil and gas discoveries through the drilling of NC3 and Spaoh-1 wells in Blocks SK316 and SK306 offshore Sarawak.

It said that in March last year, drilling of the NC3 wildcat well and a subsequent appraisal well brought significant discovery for Petronas in Block SK316 with early estimation of 2.6 trillion standard cubic feet (tscf) of net gas in place.

“The wells were each drilled to a depth of almost 4,000 metres below sea level. Additionally, production flow test results of the wells demonstrate that the field is technically producible.

“The Spaoh-1 well of 3,000m drilling depth, located in Block SK306, shows similar promise. It was drilled in December 2010 and found both oil and gas,” Petronas said in a statement.

The national oil company said preliminary evaluation indicates around 100 million barrels of oil and 0.2 tscf of gas in place, respectively. Currently, the well is being prepared for production testing.

“These discoveries support Petronas' strategy to intensify exploration activities in Malaysia and is expected to further enhance exploration potential offshore Sarawak.”

In the next three years, over 50 exploration wells are expected to be drilled offshore Malaysia by Petronas and its production sharing contractors.

“These activities, especially if they result in discoveries, are expected to spur business opportunities in the oil and gas industry and will promote upstream investment in the country,” it said.

SOMALI PIRATES MAY FACE DEATH PENALTY IN MALAYSIA

SOMALI PIRATES
KUALA LUMPUR Feb 11 (Reuters) - Seven Somali pirates were charged with firearms offences in a Malaysian court on Friday in a move that could see some of them hanged if they are found guilty in the first prosecution of Somali pirates by an Asian country.

The pirates - three of who were 15-years old - were captured in January by Malaysian commandos after they attempted to hijack a Malaysian-owned chemicals tanker.

They seven, wearing bright organge jump-suits, did not enter a plea after the charges were read in a court in the Malaysian capital of Kuala Lumpur and prosecutor Mohamed Aba Zafree said the 15-year olds would not face the death penalty as they were minors.

The decision to prosecute came as pirate attacks hit a seven-year high in 2010, according to the Kuala Lumpur-based International Maritime Bureau which collates statistics on attacks, disrupting shipping lanes at a time when the price of raw materials has moved sharply higher.

Pirates operating off the coast of Somalia have hijacked vessels in the Indian Ocean and the Gulf of Aden for years, making millions of dollars in ransoms by seizing ships, including oil tankers, despite the presence of dozens of foreign naval vessels.

There were 445 actual and attempted pirate attacks on ships around the world in 2010, equal to the last peak recorded in 2003, the International Maritime Bureau said.

South Korea recently arrested five pirates over the hikacking of a chemicals ship in the Arabian Sea but has yet to charge them.

Naval forces in the Gulf of Aden have been beefed up to counter the pirate threat and some countries have responded more aggressively than others.

Russian forces in 2010 stormed a hijacked oil tanker and the bodies of ten pirates who had been captured were later found adrift in a boat.

But it has proved difficult to find jurisdictions in which to charge pirates as conflict-torn Somalia lacks the legal infrastructure to do so.

While Kenya and the Seychelles have prosecuted dozens of suspects handed over by foreign navies they have both said they would have difficulties coping if all the seized pirates were sent to them.

United Nations officials have suggested setting up specialised courts in Somaliland and Puntland in northern Somalia, and at Arusha in Tanzania to try pirate using Somali law.

Thai PTTEP in talks with Petronas on JDA field

PTTEP

BANGKOK Feb 7 (Reuters) - Thailand's PTT Exploration and Production Pcl (PTTE.BK: Quote) said on Monday it was in talks with Malaysia's Petronas [PETR.UL] about exploring for more gas at the Malaysia-Thai Joint Developping Area (JDA) in the Gulf of Thailand.

The move is aimed at meeting rising natural gas demand in Thailand and reducing dependence on oil imports after a surge in crude oil prices, Chief Executive Anon Sirisaengtaksin told reporters.

"PTTEP is planning to produce petroleum in the Gulf of Thailand as long as we can. Some may expect natural gas to be exhausted in the next 20 years. With new technology, we expect to extend the production period to be longer than that," he said.

PTTEP, a subsidiary of top energy firm PTT Pcl (PTT.BK: Quote), has joined with Petronas Carigali, the exploration and production arm of the national oil firm, to explore and produce gas at two blocks at JDA, B-17 and C-19, Anon said.

Last year, the JDA field produced about 335 million cubic feet per day, accounting for 10 percent of Thailand's domestic consumption, he said.

PTTEP has set budget of up to 20 billion baht ($649.6 million) to explore gas at its developing oil and gas fields, including JDA, but had not concluded the talks or agreed details on the proposal with Petronas, he said.

At 0737 GMT, PTTEP shares were down 0.5 percent at 177 baht, in line with a 0.5 percent fall of the broad market .SETI. ($1= 80.79 Baht
